It turns out there is another case. If you have a brand new unit with no firmware you will get an solid orange LED. It will stay on solid for around 7 seconds, flash off, then on again for 7 seconds. Repeat.

The cause of this is the TEST pin not being connector to voltage. Connect the TEST pin (pin 50) to voltage and the LED will then turn to the 5 hz green after finishes the 7 second cycle.
